    The square of 13 and 31 are 169 and 961.

    The number which tenth digit A and unit digit B is 10A+B. The other number is 10B+A.

    The square of the first number is (10A+B)^2=100A^2+20AB+B^2. Each digit is A², 2AB, B², and it has to be less than 10.

    → A=1, 2, 3

    → B=1, 2, 3

    23 and 32 can’t be an answer since their 2AB is 12.
