    let the number be 100 then,

    10% of 100 = 10/100×100 = 10

    after 10% increase = 100+10 = 110

    10% of 110 = 10/100×110 = 11

    after 10% decrease of new number= 110-11 = 99

    so, 100 is reduced by 1%
