total turnout was 80% out  = (80/100) 20000 = 16000

invalid votes = (16/100) 20000 = 3200

Valid Votes = 16000 – 3200  = 12800

Person who came second got  = (20/100) 20000 = 4000

Maximum votes  by winner <  12800 – 4000  = 8800

Minimum Votes  >  12800 – (4000 – 4000)

> 4800

4800  <  votes  by winner  < 8800

24 %   < votes  by winner  <  44 %
