    According to question ,

    Volume = 1/3 × ( b²h )

    and height = h = 3

    => Volume = 196 cubic inches

    => 1/3 × b² × 3 = 196

    => b² = 196

    => b = length of one side = √196 = + 14 inches

    Therefore the answer is 14 inches
